is a nationally recognized Healing Justice and Restorative Justice leader, strategist, and facilitator dedicated to transforming systems, strengthening leadership, and building safer communities through healing, accountability, and human-centered solutions.

With over a decade of experience working across government, nonprofit, and community spaces, Dr. Starks operates at the intersection of public safety, community healing, and systems transformation. Her work focuses on helping organizations move beyond crisis response and punitive approaches toward prevention, restoration, and long-term community stability.

Dr. Starks currently serves in a leadership role within the Brooklyn District Attorney’s Office, where she designs and implements community-based initiatives that address violence prevention, diversion, and restorative alternatives to traditional prosecution. Her work bridges systems and community, ensuring that public safety strategies are effective, equitable, and rooted in trust, healing, and accountability.

Dr. Starks holds a Doctorate in Social Work (DSW) from the University of Southern California and a Master of Social Work (MSW) from New York University Silver School of Social Work, with specialized expertise in forensic social work, trauma-informed practice, leadership development, and systems innovation. Her academic and professional work has focused on addressing mass incarceration, advancing healing-centered approaches, and building community-driven solutions to violence and systemic harm.

In addition to her systems leadership, Dr. Starks is a Global Ambassador and Co-Chair with the Pan-African Leadership Institute (PALI) USA, where she supports international collaboration, leadership development, and dialogue across the African diaspora. Her global work reflects a commitment to connecting local justice efforts to broader movements for healing, equity, and collective liberation.

Dr. Starks is also the founder of A UniQue Lifee, a healing-centered initiative that creates spaces for women and communities to focus on wellness, personal growth, leadership, and collective empowerment.

Grounded in the philosophy of Peace and Human Justice, Dr. Starks partners with organizations, leaders, and communities nationwide to design practical, sustainable solutions that strengthen leadership, repair harm, and create safer, healthier communities.
